It is a joint venture between AMR group of Hyderabad and Tamil Nadu Industrial Development Corporation Ltd (TIDCO).&lt;br /&gt;&lt;br /&gt;The SEZ has a total area of around 2,520 acres. Of this, processing zone (industrial and IT Park) constitutes 1,780 acres and non processing zone 740 acres, which would house social infrastructure including housing, educational institutions, hospitals, malls and hotels.&lt;br /&gt;&lt;br /&gt;On Tuesday, Devarajan and Tirunelveli District Chambers of Commerce and Industry president C Gunasingh jointly conducted a press meet at the SEZ premises in Nanguneri.&lt;br /&gt;&lt;br /&gt;Devarajan said that 500 acres of land is being developed in the first phase at Nanguneri Multi Product SEZ and fifteen companies, including 2 Dubai-based companies, had entered into a MOU with AMRL Hightech City Ltd.&lt;br /&gt;&lt;br /&gt;Of them, Great Shine Engineering Pvt Ltd, a subsidiary of Zynergy Capital Private Ltd of Singapore, would manufacture solar panels and solar cells. It was expected that the company would invest over `1,500 crore here in a phased manner on around 40 acres of land, which was given on lease to the company. Around 10,000 persons would get employment. The company would be functional in a period of 18 months’ time. More than 80 acres were allotted to the companies. Besides, Global Software would start operations on 1,500 square feet at the administrative block building and start exports by the end of this month.&lt;br /&gt;&lt;br /&gt;He noted that absence of star hotels and an airport near here were the main reasons for foreign companies hesitating to open shop here. So far, around `50 crore had been spent on the project.&lt;br /&gt;&lt;br /&gt;To a question, he said that no environment clearance had been obtained from the state and central governments.&lt;br /&gt;&lt;br /&gt;Gunasingh said that his company - Bell Pins Pvt Ltd would also start a factory here and added that small and medium industries would be given importance. He noted that Minimum Alternative Tax would be set for SEZ growth. in the much-awaited Gangaikondan  Information Technology Special Economic Zone near here, which may be  inaugurated before February-end.&lt;br /&gt;&lt;br /&gt;If the Syntel's Board of Directors meeting to be held in the United  States in near future approves the proposal of establishing its facility  at Gangaikondan IT SEZ, it is expected to provide employment to nearly &lt;b&gt; 4,000 &lt;/b&gt;personnel directly and another &lt;b&gt;10,000&lt;/b&gt; persons indirectly.&lt;br /&gt;&lt;br /&gt;“Since this region, comprising Tirunelveli, Tuticorin and Kanyakumari  districts, is known for its highly knowledgeable, hardworking and loyal  technical workforce in the field of IT, our Board of Directors meet  will discuss the possibilities of having our facility on the  Gangaikondan IT SEZ in addition to the existing unit at Chennai,” said  Bharat Desai, an Indian American entrepreneur and founder of Syntel,  headquartered in Tory, Michigan, with the market capitalization of $ 943  million.&lt;br /&gt;&lt;br /&gt;Mr. Desai was here on Friday to inspect the main building nearing  completion at Gangaikondan IT SEZ along with Minister for Information  Technology Poongothai Aladi Aruna, ELCOT Managing Director Santhosh Babu  and District Collector M. The region's abundance in graduates is an attractor, with Tirunelveli growing as a major education hub.&lt;br /&gt;&lt;br /&gt;Apart from Sipcot, private players have also set up industrial infrastructure such as the Rs 550-crore Pearl City Food Port SEZ at Tuticorin by the Chennai-based integrated infrastructure company CCCL, and the &lt;b&gt;AMRL Multiproduct SEZ at Nanguneri by the Hyderabad-based AMR group.&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;According to Government officials, a landmark development has been the Rs 1,500 crore investment proposed by Videocon at Manamadurai, which is expected to generate 1,000 jobs directly.&lt;br /&gt;&lt;br /&gt;The investment by the electronic appliances maker has helped attract more investments by its vendors for whom over 30 acres havebeen allotted. Land at the Sipcot industrial estate at Manamadurai is now fully allotted, they say.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;Private Investments&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;Over the next five years Videocon's Unity Appliances Ltd will set up a production facility for LCD and Plasma screen production, electronic appliances and components.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;Government officials also said that at the Gangaikondan Industrial Estate, Tirunelveli District, ATC Tires Pvt Ltd is to invest Rs 400 crore on a tyre-manufacturing facility that will generate over 1,000 jobs.&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;The company is promoted by Yogesh Agencies &amp;amp; Investments, a Mahansaria company, and Warburg Pincus, the equity investment company, which acquired the Israel-based Alliance Tire Company in a $150-million deal in 2007. ATC will help expand Alliance's production capacity.&lt;br /&gt;&lt;br /&gt;Alliance is a global leader in developing, manufacturing and marketing a range of off-highway tyres and passenger vehicle tyres.&lt;br /&gt;&lt;br /&gt;Its products are exported to over 65 countries for use in agriculture, forestry, mining and construction industries. Mr R. Sarabeswar, Chairman, Pearl City, says enquiries for space indicate that at least 100 acres land could be allotted by the year end at the 425-acre industrial space which includes a 294-acre notified SEZ.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;POWER PROJECTS&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;The proposed investments in power projects in the vicinity of Tuticorin and Tirunelveli, the proximity to the Tuticorin Port which is undergoing rapid expansion, and the potential for marine and agriculture food products hold promise of investments.&lt;br /&gt;&lt;br /&gt;Also, a handful of power plants by a range of private players are coming up in the district which would address the needs of the industry.&lt;br /&gt;&lt;br /&gt;Leading companies in food sector, domestic and international – in the US, Middle East and Australia – have made enquiries for space at the food SEZ, he said.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;At the AMRL SEZ, where 2,520 acres are to come up, the first phase of 300 acres is ready for occupation and work on an additional 200 acres is to start next month.&lt;br /&gt;&lt;br /&gt;TNEB is to set up a dedicated substation for this industrial estate, say company officials. AMRL has signed an agreement for space with eight companies and has sold about 30 acres.&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;&lt;b&gt;Policy Support&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;&lt;i&gt;&lt;b&gt;In 2008, the Tamil Nadu Government announced a policy specifically to attract investments to the Southern Districts, apart from the incentives available under the industrial policy of the State.&lt;/b&gt;&lt;/i&gt;&lt;br /&gt;&lt;br /&gt;These are a slew of tax incentives available at a lower threshold of investments in these districts.&lt;br /&gt;&lt;br /&gt;Incentives for investments more than Rs 250 crore in districts elsewhere are available to the nine Southern districts for investments amounting to just Rs 50 crore and more. The AMRL International Tech City Limited, a joint venture of Tamil Nadu Industrial Development Corporation (TIDCO), floated to establish the Nanguneri Multi-Product Special Economic Zone in Tirunelveli district, is all set to complete the first phase of infrastructure development on 30 acres of the industrial zone of the 2,520 acre-SEZ by September.&lt;br /&gt;&lt;br /&gt;"Since we'll also complete the second phase of infrastructure development by December, some of the companies we've identified so far will start their production soon and &lt;i style="color: red;"&gt;&lt;b&gt;the first consignment of products from this SEZ will be exported before March 31, 2011&lt;/b&gt;&lt;/i&gt;," U. Shiv Prakash, Chief Executive Officer, AMRL International Tech City, told ‘The Hindu.'&lt;br /&gt;&lt;br /&gt;While the AMRL has already sold 17 acres to a few companies, deal for selling another 50 acres is to be finalised during this month.&lt;br /&gt;&lt;br /&gt;"We've received very good response from fine chemical manufacturing units of Coimbatore and Mumbai-based precision engineering companies. To establish its unit, a television company has approached us for 10 acres of land and two Dubai-based firms, producing heating elements, ventilators and filters, are also about to enter this SEZ," Mr. Shiv Prakash informed.&lt;br /&gt;&lt;br /&gt;Even as an intensive programme has been launched across the country to woo potential investors to the Nanguneri SEZ through promotional road shows, a high-level AMRL International Tech City delegation is all set to leave for Australia, Taiwan, China and Japan to identify ‘anchor clients' with an eye to attract hefty investments. Mr. Shiv Prakash is satisfied with the State Government's yearning for realising the dream of having the SEZ at Nanguneri.&lt;br /&gt;&lt;br /&gt;"The government is so helpful to us and it is ready to help us on case-to-case basis by extending all possible assistance," the CEO noted.&lt;br /&gt;&lt;br /&gt;There is a plan to revive all ponds and wells falling within the campus for effective rainwater harvesting though the TWAD Board has assured to supply 32 million litres of water a day from the Tamirabharani.&lt;br /&gt;&lt;br /&gt;Moreover, a star hotel, an international school, a golf course and a shopping mall will be started at the complex.&lt;br /&gt;&lt;br /&gt;"We intend to develop the SEZ in a phased manner based on demand. Davidar on  Thursday told reporters that the SEZ would be ready for inauguration  during November as the building as well as incorporation of all  infrastructure facilities such as car parking area, centralised  air-conditioning, system, sewage treatment plant and food court. in the  complex would be completed before Octoberend.&lt;br /&gt;&lt;br /&gt;While key players like Syntel (25 acres), Sutherland Global Services  (10 acres) and Deccan Services (2 acres) had been allotted land on the  sprawling area of 100 acres to be developed in Phase I, small players  would be allotted space in the building now under construction at the  rate of Rs. 20 per square foot.&lt;br /&gt;&lt;br /&gt;“Since we are so keen on encouraging the small players also,  we've fixed the lowest rate for Gangaikondan IT SEZ as the next lowest  rate is Rs. 23 per square foot for space at the Madurai IT SEZ,” said  Dr. Poongothai.&lt;br /&gt;&lt;br /&gt;Solar power generation company, A &amp;amp; D Solar Systems, which has  planned to generate five MW solar energy from this complex had been  allotted 25 acres of land. The state already has 11 SEZs (excluding information technology SEZs), which registered physical and deemed exports worth Rs 35,641 crore in 2009-10.&lt;br /&gt;&lt;br /&gt;Ajay Mittal, development commissioner, Madras Export Processing Zone (MEPZ), one of the seven zones set up by the Centre, said that 56 SEZs, including IT ones, were notified in the state, of which 32 are for IT and 24 non-IT. Of the 24, six will be operational by end of the current fiscal.&lt;br /&gt;&lt;br /&gt;The new SEZs include an engineering SEZ at Perundurai promoted by State Industries Promotion Corporation of Tamil Nadu Limited (Sipcot), a multiservice SEZ and a light engineering one, both near Kalpakam, free trade warehousing zone at Sriperumbudur, food processing zone at Tuticorin and a multi-product SEZ at Nanguneri.&lt;br /&gt;&lt;br /&gt;While total investment in these SEZs is likely to cross Rs 50,000 crore, &lt;i style="color: #6aa84f;"&gt;&lt;b&gt;the Nanguneri SEZ alone is expected to attract investments to the tune of Rs 15,000 crore and to generate 70,000 jobs. The proposed SEZ is being promoted by ELCOT, a Government of Tamil Nadu Enterprise and will house major Software and BPO companies. The land procurement for this project has been completed and the formal approval for the SEZ has been granted in June 2007. Major companies like Sutherland Global Services, Hexaware Technologies, Syntel, AES, HOV have already taken space or applied for allocation of land within the IT Park.
